Multifamily energy retrofits in New York

Buildings with five or more apartments can apply through Con Edison's multifamily programs: the Affordable Multifamily Energy Efficiency Program (AMEEP) for affordable housing and the market-rate Multifamily program for everyone else.

Clean Ridge scopes the building, prepares the application and coordinates licensed installers — from common-area and boiler-room upgrades to whole-building heat pump projects.

What's typically included

  • Heating plant & distribution

Boiler and heating controls, pipe insulation, and EC motors / VFDs on pumps and fans.

  • Electrification

Central and ductless heat pumps and heat pump water heaters, which carry the program's electrification incentives.

  • Ventilation

ECM roof exhaust fans and ventilation upgrades that steady airflow and cut fan energy.

  • Common areas & envelope

Hallway, stairwell and garage upgrades, air sealing and other envelope measures.

Frequently asked questions

What counts as a multifamily building for Con Edison's programs?

Residential buildings with five or more units. Buildings with fewer units, or single storefronts, generally go through other programs.

How do I know if my building qualifies as affordable (AMEEP)?

Under the program manual, a project counts as affordable housing when at least 25% of units are, or are expected to be, occupied by households earning no more than 80% of area or State median income. There are two ways to document that; we help you pull the paperwork together.

How much of a multifamily retrofit can incentives cover?

The 2026 rules cap incentives at 85% of project cost for affordable (AMEEP) projects and 70% for market-rate projects. Actual incentives depend on the measures and measured savings, and the owner always covers part of the cost.

Do these upgrades help with Local Law 97?

Lower energy use lowers a building's emissions, so efficiency and electrification upgrades help NYC buildings covered by Local Law 97 move toward their limits. We can't give compliance advice, but we can show the expected savings of each measure.

Will tenants be disrupted?

Most common-area, boiler-room and roof work happens outside apartments. In-unit work, like heat pumps, is scheduled with notice to residents.
